How to read this
- Documented
- A public record exists — USPTO filing, court docket, state licence, dated press release, or a dated post I read directly.
- Reported
- Stated by a named, credible industry figure or publication, but not verified against a primary record.
- Claimed
- One party's assertion about a contested fact. Recorded because it was said, not because it is established.
Jersey City's cannabis board signed off on two dispensary renewals this year that the City Council then pulled from its agenda. Both times, the reason given was how the shop treats its workers.
THE SHORT ANSWER
What's happening
In June, the city's Cannabis Control Board approved Downtown Flwr's renewal 5-0. On July 15, the council withdrew the resolution after Ward B Councilman Joel Brooks said the city was "investigating issues related to treatment of employees."Reported
In August, the same board approved The Cannabis Place's renewal with nobody speaking against it. On October 7, the council withdrew that one after UFCW Local 360's Hugh Giordano spoke against the company in public comment.Reported
Both times, city officials said they didn't know of a deadline to act. In October, the city's own lawyer said that without a local support resolution, the state won't renew the license.Reported
In plain words, a council that stays quiet can still end a dispensary's license. None of the coverage I read has a city official pointing to a written rule that makes labor treatment part of a renewal.

THE CLOCK
The deadline nobody could name
15 July 2026 · Downtown Flwr pulledReported
Corporation Counsel Sarah Levine said "These renewals are required" but couldn't say what would happen if one wasn't voted on. Assistant Business Administrator Peter Horton said he wasn't aware of a time limit.
7 October 2026 · The Cannabis Place pulledReported
Heady NJ reported Business Administrator Ruby Choi said the delay wouldn't harm TCP's license.
10 October 2026 · TCP's license dateDocumented
The CRC's license record lists TCP's annual retail license as expiring that day. TCP went to federal court the day before and got a stay.
October 2026 · Downtown Flwr back at caucusReported
Acting Corporation Counsel Lisa Scorsolini said that without a local support resolution, the state would not renew the license.
Those statements pull in different directions. The delay was described as harmless, and the city's lawyer later said it blocks the renewal.
DOWNTOWN FLWR
Three months and counting
- At the October caucus, Ward D Councilman Jake Ephros said workers had contacted council offices about "some pretty egregious labor concerns."Reported
- Commerce Director Maynard Woodson said the city had never received a formal complaint from an employee, and that the board didn't know of labor complaints when it approved the renewal.Reported
- Hudson County View couldn't reach co-owner Benny Shabtai for comment in August. I haven't seen a public response from the business.Reported
WHAT IT MEANS FOR YOU
What it means for you
If you work at a Jersey City dispo, this council has shown it listens. Calls to council offices helped stall a renewal. A formal complaint to the city, the state Department of Labor or the NLRB leaves a record, and the city said it never got one at Downtown Flwr.
If you own one, a yes from the cannabis board is only the first step.
I'm all for workers having a say. I'd just like the rule written down, so a license doesn't depend on who shows up for public comment that night.
Here's what I'd do
- If you work at a Jersey City dispo and something's wrong, file it formally and keep a copy.
- If you own one, show up when your renewal is on the council agenda.
- Watch the council agendas for both resolutions.
- Ask your council member what standard they use for renewals.

Right of reply
I haven't put questions to Jersey City, Councilman Joel Brooks, Downtown Flwr, The Cannabis Place or UFCW Local 360 yet.
How this was put together
Written October 26, 2026, from coverage of the July, October and caucus council meetings by Hudson County View, Heady NJ and the Hudson Reporter, plus the CRC's license record.
Questions people actually ask
Why did Jersey City hold up dispensary license renewals?
Jersey City Council pulled two dispensary renewals in 2026 over labor concerns after the city's Cannabis Control Board approved them. Downtown Flwr's was withdrawn July 15 after a councilman cited employee treatment. The Cannabis Place's was withdrawn October 7 after UFCW Local 360 spoke against it. City officials said they knew of no deadline, but the city's lawyer later said the state won't renew a license without a local support resolution.
Can Jersey City block a dispensary's license renewal?
In practice, yes. The city's lawyer said in October that without a local support resolution, the state would not renew the license.
What happened to Downtown Flwr's renewal?
The council withdrew it on July 15 over employee treatment concerns, and it came back for discussion at an October caucus. A result hasn't been posted.
Is there a written labor standard for Jersey City dispensary renewals?
None of the coverage I read has a city official pointing to one.
What's different about The Cannabis Place?
Its renewal was pulled after a union official spoke against it, and it's now under a federal consent order that requires the council to vote.
